PlanBørnefonden and Capital 4 Impact Foundation are looking for a consultancy team to carry out a feasibility study on blended finance in the water, sanitation and hygiene (WASH) sector in Kenya and Ethiopia.

 About the assignment

PlanBørnefonden runs a WASH portfolio worth almost DKK 200 million across six countries. We now want to find out how water and sanitation systems supported by our grants can best crowd in commercial investment, and how we can engage in blended finance to scale sustainable water services. Alongside this, Capital 4 Impact, our impact investment arm, is exploring a potential WASH Fund for Kenya and Ethiopia and requires a market analysis to inform an investment case.

The assignment consists of a study to be run in two phases:

• Phase 1: Scoping blended finance investment models. This covers mapping investors and initiatives, drawing out lessons from the region, identifying where each partner adds the most value, strategic uses of philanthropic capital, and investment decision criteria.

• Phase 2: Building a concrete investment case and a blended finance implementation manual. This includes identifying commercial investors, a pipeline of investees, and providers of first-loss capital and technical assistance.

The assignment starts in November 2026, and the final report is due by 30 September 2027. It includes two in-person workshops in Copenhagen.

Who we are looking for

• Experts in blended finance models in international development

• In-depth knowledge of the water sector and the impact investment landscape in Kenya and Ethiopia

• Experience advising both philanthropic and commercial capital providers

• A strong track record of high-quality advisory reports
